In 2000 the entire system of the enforcement of criminal punishments was transferred under the jurisdiction of the Ministry of Justice.
Prison Department under the Ministry of Justice was appointed a responsible body for enforcement of criminal punishments imposed by court.
In September 2000, 52 city and regional Correction Inspections subordinate to the Prison Department were established the administrative functions thereof have been carried out by the Prison Department itself.
On 29 December 2001, 5 regional - Kaunas, Klaipeda, Panevezys, Siauliai and Vilnius - Correction inspections subordinate to the Prison Department were established. They are bearing the status of a legal body and are made of 48 territorial correction inspections operating in the area of one or two municipalities.

Siauliai region correction inspection have 8 territorial inspections i. e. Akmene, Joniskis, Kelme, Mazeikiai, Pakruojis, Radviliskis, Siauliai, and Telsiai.
The staff of Siauliai region correction inspection totaled 39 positions: 30 officers are directly working with the registered persons, 5 officers and 4 employees are working under labour contracts and are carrying out administrative functions.

Siauliai region correction inspection executes the following kinds of punishments:

  • Punishment - withdrawal of public rights (the right to be elected or appointed to a certain position in state or municipal institutions or establishments, enterprises or NGOs for a period from one year to five years is withdrawn from a person);


  • Punishment - withdrawal of the right to be employed at certain jobs or to be engaged in certain activities (the right to be employed at certain jobs or to be engaged in certain activities is withdrawn from one year to five years in case when a criminal act was committed in the sphere of working activities or in case of the court decision, with regard to the character of the criminal act committed that the person has to be deprived of the right to be employed at a certain job or to be engaged in certain activities, e.g. withdrawal of the right to be employed at a job of financial liability or withdrawal of the right to drive vehicles);


  • Punishment - public works (a person is obliged to work 10 to 40 hours per month without payment for the community benefit for a period from one month to one year though only under the person's consent);


  • Punishment - restriction of freedom (a person's freedom is restricted by establishing certain prohibitions and obligations he should comply with during the period established by court - from three months to two years);


  • Measure of penal nature tool - unpaid work ( a person is obligated by court to work 20 to 100 hours without payment in the healthcare, social welfare and other state or public institutions and organizations though only under the person's consent);


  • Measure of educational nature for juveniles - restitution or elimination of material damage incurred (a juvenile is to make a restitution or eliminate material damage incurred by means of his own work within the period as established by court);


  • Measure or educational nature for juveniles - unpaid work of educational nature (a juvenile is obligated by court to work 20 to 100 hours without payment in the healthcare, social welfare and other state or public institutions and organizations where the work is of educational nature though only under the juvenile's consent);


  • Measure of educational nature for juveniles - transfer to the guardianship or parents or other natural persons or legal bodies (a juvenile and transferred to the guardianship or parents or other natural persons or legal bodies which take the responsibility for the child's education and care for a period from six months to three years but not after he turns 18);


  • Measure of educational nature for juveniles - restriction of actions (a juvenile's actions are restricted by establishing certain prohibitions and obligations he should comply with during the period established by court, from thirty days to twelve months);


  • Suspended sentence(a person sentenced to imprisonment has his custodial sentence suspended for a period from one year to three years and has certain obligations to comply with during the entire period of suspended sentence, and he must also restrain from committing other offences);


  • Release on parole and conditional release from correctional institutions (a person after having served a certain part of custodial sentence may be released on parole however he has certain duties and obligations to comply with after release till his term of custodial sentence is over).
